The below response can be shared with the user, please change the details highlighted in red accordingly.  I'm afraid the debit transaction that you are referring to is a CDR transaction which generally happens when the merchant claims the amount much later than when the initial payment happened.   


Sometimes what can happen is that the debit happens from your bank, but due to some network/technical delays at the merchant’s end, they fail to claim the amount. In such cases, the bank would refund back the money since there is no claim for it. Mostly, the refund happens on the same day as well.


 However, in some cases, even post the refund, the merchant claims the amount later on because the services were rendered. Hence, the bank re-debits the amount (the amount that was refunded) again to compensate.   In your case, the merchant (Merchant name) had claimed the amount only recently, even though the initial transaction was made on (date). The bank refunded you the same amount on (date). But since they have claimed the amount again, the bank had to re-debit the amount now.
